Background

On 9 October 2003, the Secretary-General issued a bulletin with recommendations for the prevention of sexual exploitation and abuse (SEA), outlining what came to be known as UN’s SEA “zero tolerance” policy. Following allegations against blue helmets in the Democratic Republic of the Congo, the Department of Peacekeeping Operations (DPKO) initiated a number of measures to ensure compliance with that policy and, in July 2005, the General Assembly decided on the establishment of conduct and discipline units in a number of peacekeeping operations (see General Assembly resolution 59/296 of 22 June 2005).

 

Main Functions

At UNMIK, the Conduct and Discipline Unit (C & D) is in the Office of the SRSG. The Unit will, inter alia: Act as UNMIK focal point in all conduct and discipline matters;

  1. Provide policy guidance and technical advice to UNMIK on issues relating to conduct and discipline, and ensure coherence in the application of standards of conduct for all categories of personnel;
  2. Assist UNMIK in developing strategies to prevent, identify and respond effectively to misconduct by all categories of peacekeeping personnel;
  3. Ensure that DPKO policies, procedures or guidelines on addressing misconduct are adequately disseminated to the personnel in the mission and monitor compliance;
  4. Receive complaints/reports of misconduct committed by civilian and uniformed (CIVPOL and MLOs) peacekeeping personnel and refer to SRSG or OIOS, as appropriate;
  5. Establish and maintain a comprehensive database of all misconduct cases in the mission and submit monthly reports on such cases to UN HQ; and
  6. Liaise with Integrated Mission Training Centres (IMTC) to ensure that all categories of UNMIK personnel receive appropriate training in UN Standards of Conduct, including the prevention of SEA.
