UNMIK personnel[2]
should at all times maintain the highest standards of integrity
and conduct and treat others equally with respect regardless
of their race, nationality, ethnic or social origin, religion,
age, gender, marital status, sexual orientation or other grounds.
Any form of discrimination
or harassment is strictly forbidden and will not be tolerated
at UNMIK.

| Immunity |
1. Privileges and immunities
accorded to UNMIK personnel pertain only to the discharge of
their official duties. Such functional immunity does not
exempt UNMIK personnel from prosecution for criminal offences,
violations of local laws or any other acts of misconduct which
may be contrary to the spirit of the UN Charter and/or the mandate
of the Mission.

| General Standards |
UNMIK personnel shall:
2. Treat everyone with respect, courtesy
and consideration. Be sensitive to the local culture,
traditions and religions, observing strict gender-sensitive
behaviour.
3. Conduct themselves in a professional
and disciplined manner.
4. Be courteous to
all members of the Mission and always be mindful of the diversity
of backgrounds, multicultural nature and origin of UNMIK personnel.
5. Encourage, advocate,
and promote UN standards and also report misconduct when it
occurs.
6. Act with impartiality
at all times, especially with host population. UNMIK
personnel shall not engage in activities that are incompatible
with their duties, including making public statements that
may adversely reflect on their status as peacekeepers or may
compromise their impartiality. All media requests must
be channeled through the UNMIK Department of Public Information.
7. Exercise utmost
discretion in handling confidential information in all matters
of official business. UNMIK personnel shall not communicate
to any Government, entity, person or any other source any
information known to them by reason of their official position
that has not been made public, except as appropriate in the
normal course of their duties or as authorized by the Head
of Mission. UNMIK personnel shall not intentionally alter,
destroy, misplace or render useless any official document
entrusted to them by virtue of their functions.
8. Not use their office
or knowledge gained from their official functions for private
gain, financial or otherwise, or for the gain of any third
party, including family, friends and those they favour.
9. Exercise utmost
caution while driving all kinds of vehicles, especially UN
vehicles, and adhere to the “UNMIK Drivers’ Handbook”.
10. Comply with local
laws and fulfill all private, legal and financial obligations,
including obeying traffic regulations, meeting alimony and
child support payments, paying debts and bills, and paying
for services rendered, as applicable.
UNMIK personnel with managerial
responsibilities shall:
11. Be
accountable especially in upholding UN standards of conduct
including the added responsibility of: i) being good role
models; ii) ensuring their personnel knows about the standards
expected of them; iii) establishing work environments that
prevent misconduct; and iv) creating an environment conducive
to reporting misconduct without fear of reprisals.

Not abuse their power and shall exercise it in such a way
that it is not only seen to be fair and transparent but can
also withstand rigorous scrutiny.

| Sexual Misconduct |
13. The SRSG demands adherence by all Mission personnel to the
Secretary-General’s “zero tolerance” policy
towards sexual exploitation and abuse (SEA)[3]. All
UNMIK personnel, especially supervisors, are obligated to create
and maintain an environment that prevents SEA.
14. Any form of prostitution,
human trafficking for the purpose of sexual exploitation and
exchange of money, employment, the promise of future employment,
goods or services for sex or sexual favours is strictly prohibited[4]
.
15. Sexual activity with persons
under the age of 18 is prohibited by the UN. Mistaken belief
in the age of the person is no defense.

| Alcohol and Drugs |
16. Driving a motor vehicle while under the influence of alcohol
or drugs is a serious offence; culpable UNMIK personnel could
be subject to disciplinary measures and criminal prosecution.
17. Trafficking of dangerous narcotics or psychotropic substances
is strictly prohibited. Such behaviour constitutes a criminal
offence under the Kosovo Provisional Criminal Code[5]
and may lead to local prosecution in addition to disciplinary
measures.

| Mission Property
and Assets |
18.UNMIK personnel shall exercise responsible stewardship and
be accountable for all UNMIK assets. The misuse of mission computers
by creating, downloading, storing and/or circulating pornographic
or other offensivematerial is strictly prohibited. In case
of loss of, or damage to, UNMIK assets, immediately inform UNMIK
Security.
