03/04/2013 - The 2012 Annual Report of the Panel has been posted on its webpage. As usually, it presents an overview of the Panel’s activity from 1 January to 31 December of 2012. Particularly, it covers issues related to the Panel’s composition and workload, notable developments in its jurisprudence (with references to particular decisions/opinions) and certain aspects of implementation of the Panel’s recommendations. 18/03/2013 - During its 59th session, in March 2013 , the Panel adopted six opinions on merits and three decisions on admissibility; these documents will be displayed on this page in approximately one month. On 8 March 2013, the Panel published its opinion in the case B.A. v. UNMIK, no. 52/09, which was adopted on 1 February 2013. The complaint regards a lack of investigation into the disappearance and death of the complainant's father in Pristina, in the immediate aftermath of UNMIK's deployment in Kosovo in June 1999. The Panel found that UNMIK violated its procedural obligation under Article 2 of the European Convention on Human Rights. The Panel recommended that UNMIK takes steps to redress the effects of the violation, including but not limited to: publically acknowledging its responsibility and taking appropriate steps towards payment of adequate compensation to the complainant for the moral damage suffered. 15/11/2012 - On 14 and 15 November 2012, a delegation from the HRAP was reiceived in Strasbourg by representatives of the European Court of Human Rights (ECHR). The liaison included discussions of the current jurisprudence of both the ECHR and HRAP, and was highlighted by a formal reception by Judge Paul Lemmens, formerly a Panel member of HRAP.
05/11/2012 - On 1 November 2012, a new Member of the UNMIK Human Rights Advisory Panel, Mrs. Françoise Tulkens, was sworn into the office by the SRSG, Mr. Farid Zarif. The ceremony was followed by a short discussion of important matters related to the Panel's functioning. With the inclusion of Mrs. Tulkens, the Panel is again at full complement. 20/09/2012 - Paul Lemmens, who served as a Member of the Human Rights Advisory Panel since its inception in January 2007, has resigned from his position as of 13 September 2012 to join the European Court of Human Rights in Strasbourg as a judge elected in respect of Belgium. The Special Representative of the Secretary-General appointed Ms. Francoise Tulkens, the former vice-President of the European Court of Human Rights, as his successor.
