Introduction
Pillar
I is the focal point for UNMIK's efforts to establish the rule of
law in Kosovo. It brings the Department of Justice and UNMIK Police
into one coordinated administration, to maximise the efficient coordination
of criminal investigations by police and criminal prosecutions within
the justice system in support of UNMIK's policy of zero tolerance
against crime.
The Department of Justice's core mandate is to build a multi-ethnic,
independent, impartial and competent judiciary, while ensuring in
the shorter term that inter-ethnic and organised crime are addressed
through international judges and prosecutors who can act, and be
seen to act, without fear or favour. The Department of Justice is
also responsible for administering the correctional system in Kosovo,
and is the focal point for the mission's work to help identify persons
from all communities who are still missing from the conflict in
Kosovo, to ensure access to justice for all communities, and to
provide assistance and advocacy services for victims of crime. UNMIK
Police is a closely-integrated structure of both international civilian
police and local officers of the Kosovo Police Service working side-by-side
to maintain law and order in Kosovo. Specialised units within UNMIK
Police are responsible for providing protection to vulnerable witnesses,
targetting trafficking in human beings, and fighting other forms
of organised crime. |
