High Level Working Group Holds First Meeting

PRISTINA -  The first meeting of the High Level Working Group established by the Common Document between UNMIK and the FRY/Serbia Coordination Center for Kosovo took place today in Pristina.

Chaired by UNMIK PDSRSG Charles Brayshaw, the High Level Working Group set out the principles of the composition and procedures for its future work.

Both Mr. Brayshaw and Coordination Centre President Nebojsa Covic agreed that the meeting had been a constructive start to future cooperation on areas of common concerns.

The Group agreed that matters of substance would be discussed first at the next meeting, to be held in January 2002 in Belgrade, when it is expected that representation of the Provisional Self-Government of Kosovo would be included, in accordance with the Common Document.

At that meeting, plans will be discussed on prioritizing and implementing the articles of the Common Document, signed by SRSG Hans Haekkerup and Mr. Covic on 5 November in Belgrade.

The Group also agreed that the meeting venues would alternate between Pristina and Belgrade. Meetings would be chaired by the SRSG or PDSRSG, with Mr. Covic leading the Belgrade delegation. COMKFOR General Marcel Valentin will also attend on the UNMIK side, in addition to the head of Pillar One (Police and Justice) and the UNMIK Office of Returns and Communities. Belgrade members of the High Level Working Group include deputies of the Coordination Centre and other experts.

Members of Coalition Povratak, in addition to other representatives of the Provisional Self-Government, will attend when appropriate and in accordance with their responsibilities in the PSG.

At today's session, the group also agreed to support the continued implementation of Security Council Resolution 1244, and to support the greater inclusion of Kosovo Serbs in the public administration, particularly the judiciary. They stressed the return of displaced Serbs to Kosovo as an utmost priority.
