Steiner to ask Solana to remove
Kosovo from S+M constitutional preamble (Zëri)
Quoting sources within UNMIK, Zëri reports that during his one-day
visit to Brussels, SRSG Michael Steiner will have dinner on Tuesday with
EU senior official Javier Solana. One of the main issues will reportedly
be the preamble of the Constitutional Charter of the Union of Serbia and
Montenegro which defines Serbia as a state with two autonomous provinces
of Vojvodina and Kosovo.
Zëri also claims that Steiner and UNMIK are concerned with the preamble
which is in full opposition to UNSC Resolution 1244 and with the current
reality in Kosovo.
Zëri also suggests that Steiner is expected to ask from Solana and
other senior officials of the European Union to come out with clear and
firm statements against this problematic formulation.
On the other hand, western diplomatic sources in Pristina have reportedly
told Zëri that the preamble of the Constitutional Charter has no
legal effect over Kosovo and that its final status remains an open issue
in accordance with Resolution 1244.
EU: Kosovo status cannot be prejudged
by Belgrade and Podgorica (Koha)
Koha Ditore reports that sources both within the cabinet of EU senior
representative Javier Solana and the European Commission claim that 'regardless
of whatever is said in the Serb-Montenegrin Constitution, Kosovo will
be governed by UNSC Resolution 1244 and its status cannot be prejudged,
but it will be determined after the conditions are fulfilled'.

On the issue of the preamble of the Constitutional Charter, Zëri
quotes Christina Gallack, spokeswoman to EU senior official Javier Solana,
"The text of the preamble doesn't exist, since there is still no
constitutional charter. I cannot say whether or not the preamble of the
constitutional charter of the Union of Serbia and Montenegro is in full
opposition to Resolution 1244 because it still doesn't exist". Gallack
also said that nothing could change Resolution 1244, including the constitution
of Serbia and Montenegro.
Assembly drafts resolution to
declare constitutional preamble null & void (Zëri)
Zëri reports that the inclusion of Kosovo in the Constitutional Charter
of Serbia and Montenegro has provoked harsh reactions from the elected
institutions in Kosovo and by Thursday the Kosovo Assembly is expected
to draft a resolution which would declare null and void the part of the
preamble that refers to Kosovo. Zëri also reports that on the other
hand, the UN Mission in Kosovo hasn't come up with a clear stance on this
issue.
Zëri reports that Muhamet Hamiti, spokesperson to President Ibrahim
Rugova, asks from the international community to undertake measures against
the destabilizing and manipulating step of Belgrade.
At the same time, Assembly Speaker Nexhat Daci said that never again,
neither in the region nor outside, would anyone be able to make decisions
on behalf of Albanians and without Albanians.
Asked about the issue, AAK leader Ramush Haradinaj was quoted as saying,
"This document is a serious political manipulation that could destabilize
the region.
Serbian Deputy PM Covic satisfied
with Constitutional Charter (Zëri)
Zëri reports that the leader of the Coordination Center for Kosovo,
Nebojsa Covic, said he was pleased with the fact that the constitutional
commission for preparing the highest legal act of the Union between Serbia
and Montenegro has included Kosovo and Vojvodina as parts of Serbia. "This
in full accordance with UNSC Resolution 1244, because when it comes to
Kosovo, this is our reality and our future," said Covic.
He also added that 'he understands the nervousness of some politicians
and has told them to spiritually relax when it comes to integrations in
multiethnic societies'.

Dinosha: Belgrade and Podgorica
are creating a state without a future (Koha)
"We are not those who want to teach Montenegro how to co-exist with
Serbia. However, if there is going to be a referendum on the state status
of Montenegro, then the majority of Albanians in Montenegro would vote
for the independence of Montenegro," said Ferhat Dinosha, Albanian
member at the Montenegrin Parliament. Dinosha recently resigned from the
Montenegrin Parliamentary Constitutional Commission after it endorsed
the preamble of the Constitutional Charter of Serbia and Montenegro, in
which Kosovo is mentioned as part of Serbia, Koha Ditore reports.
Steiner asks for public debate
on decentralization (Zëri)
Zëri carries an interview that Kosovo chief administrator SRSG Michael
Steiner gave to BBC. According to Zëri, Steiner said that the debate
on decentralization should be all-inclusive. "I don't know how soon
will this happen; however, I think that the debate should be all-inclusive
and not a debate where we will have only some leaders," said Steiner.
"The UN mission in Kosovo is a successful mission."
Undetermined status impedes Kosovo
from international loans (Koha Ditore)
Koha Ditore reports that on the eve of the donors meeting in Brussels,
senior officials of the World Bank and the European Commission said there
was a legal obstacle in enabling Kosovo to use international loans, and
have also doubted the possibility that Kosovo can guarantee it will pay
back the loans. "These are difficult circumstances for work. We don't
have any other solution except to continue work in these circumstances,"
said an EU representative who added that the EU fully supports the strategy
of Kosovo chief administrator Michael Steiner 'Standards before status'.
Former KLA members are being released
as innocent every day (Epoka e Re)
Under a headline 'UNMIK slaves - how was the innocent Verdi Krasniqi held
in prison for 23 months?', Epoka e Re claims that former KLA members are
being released as innocent on a daily basis. According to the report,
Verdi Krasniqi was arrested on murder charges but was later released as
innocent. Krasniqi told Epoka e Re that he plans to sue UNMIK.

The Head of the CCK Nebojsa Covic has stated that this body's delegation
will not travel to Brussels for the donor's conference, as it had been
planned, because "this is not a donor's conference but a donor's
meeting." Stating the reasons over which the CCK delegation will
not attend the conference, Covic said "that the presentation of the
delegation of Yugoslavia and Serbia was not clearly envisaged on the agenda,
as if someone was afraid of putting us on the agenda." He pointed
out that the CCK did not receive an invitation for attending the donor's
meeting and that it was "unusual for someone to condition a delegation
having in it Yugoslav citizens Oliver Ivanovic, Gojko Savic and Rada Trajkovic.
Why did LS and SDP support Dinosha (Vecernje Novosti)
"The support I have given to Ferhat Dinosha had been motivated with
only one reason: because the adopted draft text of the preamble, where
it says that Serbia is a state with two autonomous provinces, is not in
accordance with the Belgrade Agreement. The task of the commission was
not to define the status of Kosovo but only the relations between Montenegro
and Serbia," said Dejan Vucinic of the Liberal Union (LS), member
of the Montenegrin delegation. Borislav Banovic of the Social-Democratic
Party (SDP) has also given support to the Montenegrin Albanian representative:
"The agreement of 14 March clearly shows that two member-states,
Serbia and Montenegro, are joining a commonwealth, and not provinces or
regions. It is Serbia's internal affair how it will set up and whether
it will include autonomous provinces."

Head of the CCK Nebojsa Covic expressed his content with the Constitutional
Commission decision to put in the Constitutional Charter preamble that
"Kosovo and Metohija and Vojvodina are Serbia. That is completely
in line with the UNSCR 1244, that is our reality and our future,"
said Covic. "I
understand nervousness of certain politicians, but I would recommend them,
in the spirit of integrations and multi-ethnicity in this region, to be
relaxed," said Covic.

Oliver Ivanovic on the donor's conference (Nacional)
Member of the Kosovo Assembly Presidency Oliver Ivanovic told Nacional
that the Serb community easily accepted the postponing of the donor's
conference in April because they had been promised a large gathering in
November that would enable a large inflow of money for repatriation, and
a precise plan where the money would be invested. "As the agenda
testifies, donation for repatriation is of third-degree importance. The
CCK cannot accept such categorization and status received at the meeting
by the most vital issue of all Serbs from Kosovo and Metohija," said
Oliver Ivanovic.
CCK to hand over mortal remains of Velimir Radojkovic
to his family (Politika/Beta)
The CCK's team of experts will hand over the mortal remains of Velimir
Radojkovic from the village of Trnjane nearby Aleksinac, to his family.
Radojkovic was kidnapped from the Pristina-Skopje motorway in 1999 upon
the international forces arrival to Kosovo. A group of UNMIK's MPU found
his mortal remains in the Muslim graveyard in Kacanik. The CCK will also
hand over the mortal remains of Aleksandar Simovic, whose body was unearthed
by UNMIK MPU experts as well.
A Serb boy wounded in Bosnjacka Mahala (Glas/Tanjug)
A Serb boy Dragan Todorovic, 14 years old, who had been wounded last night
in the northern part of Kosovska Mitrovica, was operated in the Mitrovica
Healthcare Center. His condition is stable and his life is no longer endangered.
The boy was wounded around 9.30 pm last night in Bosnjacka Mahala in the
northern part of Mitrovica, by an Albanian who ran away from the scene.
The boy was wounded above his knee, by a 9mm gun. The wounded boy had
been found by a pedestrian who stopped his bleeding and transferred him
to the intensive care unit of the Mitrovica Healthcare Center, where he
was operated later on.
Explosion in Vitina (Vecernje Novosti/Beta)
A strong explosion occurred in front of the house of Aleksandar Jacovic
in Vitina, not damaging the house a great deal, but immensely disturbing
the remaining Serb population in this town, the Raska-Prizren Eparchy
announced. The Jacovic family is presently residing in the old parish
house after Albanian extremists burned down their house.
