UN: There is progress in Kosovo, but it is "very slow" (Koha Ditore)

Koha Ditore carries a report from the UN Security Council regular meeting on the situation in Kosovo. Koha Ditore reports that Jean-Marie Guehenno, UN Under-Secretary for Peacekeeping Operations, said that special emphasis should be given to the efforts for interethnic reconciliation in Kosovo. Guehenno also reportedly said that the current problems which impede a rapid progress are the existence of parallel structures and the continuous attacks against the Serb community which is in the minority.

Guehenno said that Kosovar leaders are responsible for creating conditions which would enable better inter-municipal relations and the promotion of inter-ethnic reconciliation. In this respect, Guehenno welcomed the statement made by Kosovar political leaders on decentralization, which was signed last Friday. "However, more should be done, including turning words into deeds and clearer statements against violence," said Guehenno. "The biggest share of efforts falls upon the community which is in the majority."

UNMIK: Steiner remains in charge of Kosovo's international relations (Zëri)

Zëri suggests that the international administration seems not to have welcomed the decision of President Ibrahim Rugova to appoint former US Senator Bob Dole as Kosovo's Ambassador of Honor to the US.

Quoting sources at UNMIK, Zëri reports SRSG Michael Steiner will send a letter to President Rugova through which he will inform him that he cannot make such appointments. The same source said that SRSG Steiner was facing the same situation as two months ago when he was forced to react to the official Tirana to shut down a diplomatic office of Kosovo in Albania.

European Parliament: Mitrovica is not under the authority of UN and the Kosovo Government (Koha)

Koha Ditore reports that the European Parliament has endorsed a resolution calling upon all countries of southeastern Europe to fulfill the basic conditions if they to continue in the path toward European integrations and receive financial assistance from the EU. The resolution mentions three basic conditions, one of which is full cooperation with The Hague tribunal for war crimes committed in former Yugoslavia.

Koha Ditore also reports that the European Parliament has asked Belgrade to urgently put an end to the situation which has brought Mitrovica de facto outside the authority of UNMIK and the Kosovo Government.

The resolution also reportedly said that there should be a strategy on the future of Kosovo in accordance with UNSC Resolution 1244 so that it can be fully integrated in EU policy.

Covic: Belgrade and international community to decide on Kosovo's status (Zëri)

Serbian Deputy Prime Minister Nebojsa Covic said Friday that the inclusion of Kosovo in the Constitutional Charter doesn't prejudge Kosovo's status and that the international community together with Belgrade would decide on Kosovo's status, Zëri reports.

Covic reportedly told Serbian media that the inclusion of Kosovo as part of Serbia was a good step to test the elected Kosovar Albanian politicians. "What they showed with their statements is that they are interested in the Constitutional Charter, and thus they are interested in the Federal Republic of Yugoslavia," added Covic.

Shala: Open issues and closed issues (Zëri)

Zëri carries a column by editor Blerim Shala in which he comments on how Serb members of the assembly left the session unsatisfied with the procedure that resulted in the endorsement of the resolution that objects to the preamble of the Constitutional Charter.

"The formulations in the notorious preamble keep alive the illusions that things in Kosovo can be returned to what they were before 1999. Thus, many Kosovo Serb politicians believe that it will not be too late before KFOR leaves Kosovo, UNMIK will no longer be present, Serb military and police forces will return and as a result of all this Kosovo will be organized in a manner in which Serb politicians will have the leadership. If Kosovo's final status remains an open issue, a number of other issues are already closed: therefore, Kosovo will be lead by Kosovars. Prishtina will be its capitol, Serb forces will never again return to Kosovo. If they would understand these facts, Kosovo Serb politicians would surely act differently and there would be much better relations at the Kosovo Assembly," Shala concluded.

Serb-Montenegrin preamble doesn't change US policy (Koha Ditore)

A spokesman of the US Office in Prishtina has told Koha Ditore that regardless of the content of the preamble of the Constitutional Charter of Serbia and Montenegro, US policy toward Kosovo wouldn't undergo any changes. "As for the part of the preamble that refers to Kosovo, our policy remains unchanged. The process of determining Kosovo's future status has been defined in UNSC Resolution 1244 and is not affected by the language of the preamble," said the spokesman.

President Rugova meets US Head of Office Reno Harnish (all dailies)

All dailies carry reports from yesterday's meeting between President Rugova and the Head of the US Office in Prishtina, Reno Harnish.

Harnish reportedly said that the stance of the US Government is that what is said in other documents will not affect the future political status of Kosovo.

President Rugova was quoted as saying, "An independent Kosovo would remove the fear of the people and give an end to manipulations and tendencies of other around us."

Dukagjini Group trial starts in Prishtina (all dailies)

Marked by the daily paper Zëri as the most spectacular postwar trial in Kosovo, the trial of the Dukagjini Group, which started yesterday in Prishtina District Court, has been given extensive coverage in all daily papers.

According to Koha Ditore, Idriz Balaj and Daut Haradinaj have completely refuted the accusations, while the latter also said that he wasn't even in Kosovo when the maltreatments where said to have taken place. "I was in Albania from the 20 until 25 June," Daut Haradinaj was quoted as saying.

Bota Sot carries the entire text of the indictment raised against the Dukagjini Group.

Bujar Bukoshi reacts to PM Rexhepi's statement on independence (all dailies)

All dailies report that PReK leader Bujar Bukoshi has reacted to Prime Minister Bajram Rexhepi's recent statement on independence. Bukoshi, who was former Prime Minister in exile, was quoted as saying during a press briefing in Prishtina, "We remind the Prime Minister that the independence of Kosovo was declared 12 years ago and that the people and institutions of Kosovo have done this with numerous sacrifices."

US Mission in Kosovo condemns incident in Grmovo (Koha Ditore)

Koha Ditore carries a communiqué issued by the US Office in Kosovo through which it condemns the violent act that took place yesterday in the village of Grmovo, when a small group of Kosovar Albanians stoned a group of Serb IDPs who had come to visit their estates in the municipality of Viti/Vitina.

The US Mission in Kosovo reportedly welcomed the act of Kosovar Albanian leaders in Grmovo, who met with their former neighbors after the incident, expressed their regret and invited them to return to their estates.

Serb soldiers move the boundary and arrest an Albanian (all dailies)

All dailies report that according to Czech and Slovak KFOR, Serb soldiers have moved the boundary north of the village of Hërticë, 20 km east of Podujevo; however, after KFOR's intervention the previous situation was restored.

Steiner: UNSC decides on Kosovo's status (Glas)
In a statement released late Thursday Steiner said no other parties could prejudge the status of the province. It is currently controlled by UN and NATO peacekeepers (KFOR). "Its future status is open and will be decided by the Security Council. Any unilateral statement in any form not endorsed by the Security Council has no effect on the future status of Kosovo," he said in a statement. Steiner's statement was incorrectly interpreted both in the Serb and Albanian media which announced that the declaration was annulled. Steiner simply told both Albanians and Serbs that UNSCR 1244 was competent for Kosovo, and that such mentioning of this province in the Constitutional Charter would not prejudge its status.

The French Army remains in Mitrovica (Politika)
"Seven battalions of the Multi-National Brigade "North" remains in northern Kosovo, thus in Kosovska Mitrovica. All the attention of the international community, UN, its SRSG Michael Steiner and KFOR members is being focused on Mitrovica, the town-symbol. We shall act discreetly, always close to react rapidly and in the right manner," announced the Multi-National Brigade "North" Commander General Alain Bidar in Kosovska Mitrovica Bidar speaking at his first press conference since he assumed his post on September 18. The Multi-National Brigade "North" will stay in Mitrovica and the bridge checkpoint will not be removed, says Bidar. He added that some units would change their positions in order to enable the brigade to become more mobile and operative.

Galyak: Unnecessary resolution (Glas/Tanjug)
Christina Galyak, the Spokesperson of top EU representative for foreign policy and security Javier Solana, has stated that Kosovo AMs passed a resolution "absolutely unnecessary" which proclaimed void in the province the still non-existing Constitutional Charter of Serbia and Montenegro because it contained a provision according to which Kosovo and Metohija is part of Serbia. "The decision on including Kosovo in the preamble of the Constitutional Charter is not a fact since the Charter has not been passed yet, so Albanian AMs discussed things for which it is uncertain whether they will be realized at all," Galyak said. She added that "all this was absolutely unnecessary because the status of Kosovo would not be changed without the decision of the Security Council" and the preamble would not have any influence on the final status of the province".

Serbs boycott Kosovo Assembly (Blic)
KP AMs who left the Kosovo Assembly session are not to return to the Kosovo Assembly until UNMIK Head Michael Steiner does not intervene and publicly scolds Assembly Speaker Nexhat Dachi. KP caucus whip Rada Trajkovic told Blic that Dachi was not allowing Serb AMs to submit their projects through institutions and that he called any constructive approach by the Serb side a provocation. "The fact that he has a microphone in front of him, Dachi uses to insult Serb AMs. Wee will not tolerate this. We explained Steiner that KP members cannot allow themselves to be molested and harassed," said Trajkovic. Oliver Ivanovic, member of the Kosovo Assembly Presidency, said that Serb representatives spoke with Nexhat Dachi who had apologized for his behavior towards some AMs, as well as for procedure mistakes at the Assembly session. "However, we demand from Steiner to protect us. I expect the international community would provide additional guarantees since they are also concerned over the fact that Serb AMs left the Kosovo Assembly," said Ivanovic.

Rugova: Dole - honorary ambassador (Vecernje Novosti/Fonet)
Kosovo President Ibrahim Rugova has appointed former US Senator Bob Dole the honorary ambassador and top representative for Kosovo in the US. "Dole is Kosovo's great friend who has been supporting for over a decade Kosovo's fight for freedom, independence and democracy," the announcement from Rugova's cabinet stated.

Council of Europe experts in Kosovo on 15 November (Nacional)
UNMIK Head Michael Steiner has announced that the Council of Europe's legal advisors will arrive in Kosovo on 15 November towards commencing the draft documentation on decentralization. Steiner announced the arrival of legal experts during last week's meeting with Yugoslav President Vojislav Kostunica when the decision was made to commence negotiations on the decentralization plan despite the low Serb turnout at the local elections.

Detention extended to Jovic (Politika)
The International Trial Chamber has decided to extend detention to Slavoljub Jovic for another 60 days. He is charged with the criminal act of "participating in the group that caused clashes." Jovic is also charged with being responsible for the incidents on 8 April this year on the main Ibar bridge when several people were injured in clashes between international peace-keepers and Serb civilians.

Head of the CCK Nebojsa Covic assessed as a good move Michael Steiner's decision to annul a resolution passed by the Albanian AMs in the Kosovo Assembly on rejecting part of the Constitutional Charter Preamble , saying that Kosovo was part of Serbia. "This what is said in the Constitutional Charter Preamble does not prejudge the final status of the province," said Covic. He pointed out that the Serb AMs did the right thing yesterday, "It was nothing but a theatre yesterday. I think that the Serb national community had fallen for these provocations several times in the past, but now there was no reason for it. So, the international community together with Belgrade, i.e. the FRY , our state, will decide on the future status of Kosovo and Metohija, and I am not a pessimist but an optimist. Covic stressed that the situation in Kosovo would be resolved favorably for the Serb population, but this would take some time. Speaking at a press conference organized in the Serbian Government building to reject Vojislav Seselj's frequent allegations that he was giving logistics to criminals and that he was a Free Mason, Covic said that Seselj was simply having "pain in the brain. He is a classical manipulator, who is trying to additionally confuse the public, which is coming out from a very difficult period. I think that his end is quite visible, and this will happen very soon. He wondered why the Ministry of Interior was not reacting to Seselj's allegations, assessing that the leader of the Serbian Radical Party (SRS) has infiltrated his people within the police and secret service structures.

Covic:Kosovo situation becoming increasingly complex (RTS/Fonet)
Head of the CCK Nebojsa Covic told Fonet that the situation in Kosovo would become increasingly complex in days to come. "It is evident that extremely oriented structures of the Albanian ethnic community are losing their patience and nerves. Before every election and in various other statements, they have promised Albanians something unrealistic, i.e. an independent Kosovo and changing of boundarys in this region. Now when it is clear that these promises are unrealistic, the situation will become more complex," said Covic. He said that passing a declaration on the rejection of the Constitutional Charter Preamble of Serbia and Montenegro where it was said that Kosovo is part of Serbia, as well as stoning a group of Serbs in the village of Grmovo, were nothing but premeditated provocations that the Serb community had to endure. "I know it's hard, but the Serb community must not to fall for these provocation in order to show the international community who really is part of the problem and who is part of the problem-solving," said Covic. Covic added that the CCK, and he personally, would support all moves of the Serb community within a framework of democratic problem solving in Kosovo. "The fact that Rada Trajkovic has asked the Chief of UNMIK Michael Steiner to influence on the Albanian political factors in the Assembly of Kosovo to stop discriminating Serbs and to apologize publicly, is a result of everything that the Serb AMs have experienced in the Assembly," explained Covic. He congratulated the Serb AMs for not being provoked by the
Albanian AMs conduct in the Assembly and assessed that the Serb AMs were serious and responsible people who know how to behave in a situation like this.

Serb IDPs stoned in the village of Grmovo (BKTV)

A group of 25 Albanian extremists stoned a group of the Serb IDPs who came to visit their estates in the village of Grmovo in the municipality of Kosovska Vitina, said UNMIK's spokesman Andrea Angelli. Upon the incident UNMIK escorted the group of 8 Serbs to Serbia proper. One Serb and one
Jordanian policeman were injured in the incident.

Belgrade Update

Much better situation in the MNB-North, says General Bidar (Beta)
The MNB-North Commander General Alain Bidar assessed in Kosovska Mitrovica today that the situation in the sector of his responsibility was much better and added that his brigade would continue its mission, but with certain changes.

"We shall act discreetly, always close to react rapidly and in the right manner," announced Bidar speaking at his first press conference since he assumed his post on September 18. He added that he did not address public before due to election campaign, explaining that it is a sort of custom in France that army does not address public during this period.

The French General assessed that KFOR's cooperation with UNMIK and OSCE, as well as with the local population was very good.

The MNB-North will stay in Mitrovica and the bridge checkpoint will not be removed, says Bidar. He added that some units would change their positions in order to enable the brigade to become more mobile and operative.

General Bidar also announced that the international forces would soon vacate several industrial facilities they have been using since their arrival in Kosovo, assessing that this would contribute to revive the provincial economy.

He finally called on all ethnic communities to reconcile, adding that frequent visits of high officials of the international community were indicating a firm resolve to calm down the situation in Kosovska Mitrovica.

CoE decentralization experts to arrive on November 15 (Srna)
The Chief of UNMIK Michael Steiner announced to KP caucus whip Rada Trajkovic that CoE legal experts would arrive in Kosovo on November 15 in order to start with creating a document on decentralization of the province, SRNA learned in KP.

Steiner also announced the arrival of the CoE decentralization experts to Yugoslav President Vojislav Kostunica, at the meeting held last week in Belgrade. It was decided at the same meeting to start negotiations on recently offered Steiner's decentralization plan, in spite of the Serb low turnout to the recent municipal elections.

This plan envisages that CoE, UNMIK, the Serb and the Albanian experts participate in the process, and that only upon finishing public consultations, as précised by Steiner, an adequate Kosovo decentralization law will be passed.

Upon the incident UNMIK escorted the group of 8 Serbs to Serbia proper. One Serb and one Jordanian policeman were injured in the incident.
