All dallies carried statements of condemnation on the Pejë incident.
"What could this mob think it would achieve by attacking a group
of elderly people who were simply coming to apply for their pensions?
I will tell you what they achieved: serious damage to Kosovo's image in
the eyes of the worlds," said UNMIK chief administrator Michael Steiner.
"We condemn yesterday's incident in Pejë where Kosovo security
members were injured. KFOR soldiers, UNMIK Police and KPS protect every
Kosovo citizen," said President Ibrahim Rugova.
"Violent acts only destabilize situation in Kosovo and worsen ethnic
relations. Kosovo Government condemns all violent acts especially the
ones threatening the well being of citizen," said Prime Minister
Bajram Rexhepi.
"Yesterday's incident in Pejë was bad. Elderly people of Serb
nationals who came for their pension were attacked by hooligans who used
violence and frightening methods to oppose the return to normality,"
said Head of the US Office Reno Harnish.
"I expect that the ones that caused the riots in Pejë will
ask for forgiveness to everyone in Kosovo, because this act has caused
damage to Kosovo," said PDSRSG Charles Brayshaw.
"Every stone thrown at minorities is a stone thrown at democracy,"
said COMKFOR Gen. Fabio Mini on the Pejë incident.
"Yesterday's incident in Pejë is unacceptable and is very damaging
for the political process and security in Kosovo," said PDK Chairman
Hashim Thaçi.
Williamson: Ivanovic case was

"It is important to understand that justice system is functioning,
this is something that is not politically manipulated," said the
Head of the Justice Department Clint Williamson yesterday during a press
briefing on the Ivanovic case, repots Koha Ditore.
Williamson compared the violent demonstrations in Mitrovica and the ones
in Deçan. "After the violent demonstrations in Deçan
we detained 22 persons, we released 19 and only three were kept for further
questioning in ties with organizing and leading the demonstrations. Investigation
has started against the three and they were released," said Williamson.
Regarding the Ivanovic case Williamson said, "He still faces a serious
indictment, for which he can be sentenced up to 10 years. This is the
beginning of the process and not the end. It is crucial that the people
allow the judicial system to do the work and everything that is tied to
this case will be based on the proof brought before the judge and not
what the media have said or the speculations by the politicians. This
case is being led by professional judges and persecutors and they should
be allowed to do their jobs," said Williamson.

Serbs refuse UNMIK plan, threaten
not to participate in elections (All dailies)
Kosovo Serbs still haven't decided whether they will participate in October
local elections, report all dailies.
After talks in Belgrade between PDSRSG Charles Brayshaw and a representative
of the Kosovo Coordinating Center, Slobodan Samardjic, the latter told
the media that Kosovo Serbs and the government in Belgrade await for cooperation
with UNMIK regarding decentralization of government in Kosovo. According
to Samardjic this wasn't achieved at yesterday's meeting with Mr. Brayshaw.
"The offered plan is insufficient for improving the life of Serbs
in Kosovo," said he.
Meanwhile President of the Executive Council of the Serb National Council
Momir Kasalovic told Serb media that Serbs in northern Kosovo will not
participate in 26 October elections. Nevertheless a final decision will
be made next week and added that the chances are very slim for Serbs to
participate in elections.
Energy Committee holds fifth meting

KEK Top Manager Joseph Rieder reported on the current status of reconstructions
at KEK. He stressed the rehabilitation problems at Kosovo A power plant.
The committee informed that debtors have received their warning and that
KEK will start with disconnecting power soon. "Whoever doesn't pay
their electricity bill will be disconnected," said KEK officials,
reports Zëri.
The committee discussed the essential need for "saving energy".
It is said that UNMIK chief administrator Michael Steiner was disappointed
when he saw the amount of electricity spent during the month of September.
"Even though September was not very cold the spent electricity is
much higher than normal for this month". UNMIK officials quoted Steiner
as saying, "In Kosovo most of the electricity is spent by water heaters
and heaters".

SBASHK demands written guarantees
for 2003 (All dailies)
All dailies report that SBASHK has decided that teacher strike will continue,
schools will not start on Monday as some have told the media. "There
are many ways of finding a path from the current situation, we have to
find ways of cooperating," said SBASHK President Agim Hyseni. "Teachers
are not ready to start school on Monday until written guarantees for our
salaries and talks have to continue," added Hyseni.

CCK - UNMIK: Without agreement (Danas/Beta)
At a meeting of the HRWG of the CCK and UNMIK representatives in Belgrade,
no agreement was reached on the issues of the decentralization of power
and local self-rule, nor on the joining of Serbs from northern Kosovo
in the Kosovo Police Service. What was sent by UNMIK is not enough to
make Serbs join the local authorities, said CCK vice-chairman Slobodan
Samardzic, adding that UNMIK was speaking about decentralization because
of the "local elections and not because they wanted to make life
easier for Kosovo Serbs." The Head of the CCK Nebojsa Covic did not
attend the meeting.
Haselock condemned attack in Pec (Danas/Beta)
UNMIK Spokesman Simon Haselock condemned the Albanian attack on Serbs
in Pec and assessed it was directed against everything that UNMIK was
trying to achieve and against the general trend of improving the situation
in Kosovo. "This is very disturbing and disgraceful", Haselock
told Beta. According to his words "the attack on a group of innocent
pensioners standing in line to receive their pensions is outrageous."
Several hundreds of Albanians attacked yesterday a bus transferring 45
Serbs from Osojane, Tucepi and Saljinovica who came to Pec to collect
their pensions. Albanians threw stones and tear gas at the bus.
US condemns attack in Pec (Blic)
The US office in Pristina condemned the Thursday incident in Pristina,
when ethnic Albanian extremists attacked a group of Serbs and UNMIK Police
escorting them. "The US Office in Pristina strongly condemns ethnic
violence such as this and hopes that the main perpetrators are quickly
found and arrested", a statement issued by the office says.
Spanish soldier lightly injured in Pec (Politika/Tanjug)
Anthony Adams, the Spokesman of KFOR Commander, General Fabio Mini, has
confirmed that one Spanish soldier was injured during the attack in Pec.
"Within its regular tasks, KFOR offered support to UNMIK Police and
one Spanish soldier was lightly injured in the incident," said Adams.

attack in Pec (Danas/Beta)
The Eparchy of Raska and Prizren and the SNC of Kosovo and Metohija most
harshly condemned the attack by more than 600 Albanians pelting stones
and Molotov cocktails at a bus, which was transferring elderly Serbs from
the village of Osojane to Pec to open accounts for receiving pensions.
"The last in a series of attacks on both the Serb citizens and the
international forces clearly indicates that after three years there is
still no security and freedom of movement for the Serb population living
in Kosovo. Only two months ago Albanians attacked Serbs and KFOR's soldiers
with firearms in the village of Gorazdevac, giving an alarming signal
to the international community that its policy regarding Albanian extremism
in the southern Serbian province should be urgently changed. It is absolutely
immoral to insist on Serb integration in the Kosovo institutions, while
ethnic discrimination and violence against Serbs dominate in the province,"
said the statement.
SNC: Serbs probably not to attend elections (Politika/Beta)
SNC representatives for northern Kosovo announced that they "most
probably would not attend the local elections" in Kosovo on 26 October.
SNC Executive Board Chairman Momir Kasalovic said the decision would be
brought next week, but that "for now, they were very far from turning
out for the elections." He said at a press conference that SNC representatives
called on SRSG Michael Steiner to present "the real situation"
in Kosovo to the international community and to convey the reasons for
which "Serbs probably will not take part in the 26 October elections."
Oliver Ivanovic: UNMIK ignores attacks (Nacional)
"It is not a coincidence that the attacks are occurring in the Pec
region because Serbs are returning to the surrounding villages. This is
the third case over the past several weeks and UNMIK's mildness in condemning
brutal attacks worries. I am afraid the attacks will continue until UNMIK
does not start fulfilling UNSCR 1244, fully, especially in the part that
refers to cooperation with the ICTY," Kosovo Assembly Presidency
member said Oliver Ivanovic.
Douglas Loot: We are staying in Kosovo (Glas/Beta)
US General Douglas Loot, KFOR Commander of the Multinational Brigade East,
refuted the possibility of US forces withdrawing from Kosovo. He told
Pristina agency Kosovalive that the forthcoming elections in Kosovo would
be crucial for Kosovo because they would determine the leadership that
would lead Kosovo through a decisive historical period.

Rexhepi: Independence must be achieved (Glas/Fonet)
Kosovo Premier Bajram Rexhepi told Pristina daily Epoka e Re that independence
of Kosovo "must be achieved". "Independence of Kosovo will
not be painful and it must be reached. I think that the final status of
Kosovo should be determined within the next two or three years,"
said Rexhepi.
War crimes trial continues in Prokuplje (Vecernje
Novosti)
In the continuation of trial held in Prokuplje against former reserve
officers of a special anti-terrorist unit of the Serbian Interior Ministry,
Sasa Cvjetan and Dejan Demirovic, for a crime in Kosovo in 1999, another
four witnesses - former members of the unit - were interrogated. They
denied the allegations of the indictment. The trial is to resume on November
11th. Cvjetan and Demirovic are charged with the killing of 19 Albanian
civilians on 28 March 1999. At the beginning of the trial, three days
before, Cvjetan denied the allegations of the indictment and so did the
first three witnesses - former members of the unit. Demirovic is on the
run and is being tried in absence.
War crime sentence in Nis (Vecernje Novosti)
Two officers and two soldiers of the Yugoslav Army have been convicted
before the Criminal Council of the Military Court in Nis, southern Serbia,
of a war crime against civilians in Kosovo in 1999. Yugoslav Army lieutenant-colonel
Zlatko Mancic, and captain Rade Radojevic have been sentenced to seven
and five years of imprisonment respectively, for having ordered the shooting
of two Albanian civilians, it was said during the pronouncement of the
verdict. Soldiers Danilo Tesic from Belgrade and Misel Seregij from Subotica
have been sentenced to four and three years of imprisonment respectively
for complicity in the criminal offence - for having killed the two civilians
in April 1999 on the order of Mancic and Radojevic.
