'United Serbs' threaten to kill
regional Administrator (Dailies)
All dailies report that regional UNMIK Administrator and Mitrovica municipal
administrator David Mitchels and John Rogers, respectively, have received
threatening letters from a Serb organization called 'United Serbs' that
has been unknown until now. 'The letter was found in the offices of the
international administration in northern Mitrovica' told a source to Koha
Ditore.
According to this source, the aim of this letter is to notify UNMIK in
the divided town 'if they employ any Albanians in UNMIK administration
in northern Mitrovica they will be killed'.
'UNMIK doesn't have information that these officials have been threatened,'
said UNMIK spokesperson Gyorgy Kakuk. While Municipal Administrator John
Rogers said, 'This is history'.
'This is a very delicate issue and I cannot say anything before I speak
with regional and municipal administrators,' said commander of UNMIK Police
in Mitrovica, Polly Berry. While UNMIK Police spokesperson Soji Idowu
confirmed this threat, 'we have knowledge of the letter. Police is working
to identify the persons who sent the letter to municipal administrator
Rogers'.
According to Koha Ditore sources the group 'United Serbs', not know until
now, are in reality members of the Serb police active in northern Mitrovica
and Kosovo and also the 'Bridge watchers' who have the support of the
Serb National Council and the Belgrade Government. The source says that
this was done with the purpose of camouflaging Serb police and bridge
watchers who are well known. This was confirmed by a source in UNMIK in
Mitrovica who asked to remain anonymous.
'Threats made to UNMIK leaders in Mitrovica were very successful,' said
the source and added, 'until today not a single Albanian has been employed
in UNMIK administration in northern Mitrovica'.
Kosovo Government did(not) protest
before the UN (Koha Ditore)
It isn't exactly known if Kosovo Government has sent a protest note to
UN SC regarding the approval by the Serb Parliament of the new Constitutional
Charter for the formation of the Serb-Montenegro Union, reports Koha Ditore.
Serb media have reported that Kosovo Government has sent a protest letter
to UN SC on the issue, however no one in the Kosovo Government has confirmed
this. The Kosovo Government has called the international community to
reject this move calling it a 'provocation to peace and democratic processes
in the region'.
The Kosovo media reported that the Kosovo Government has sent a protest
note to the EU calling it not to accept the Serb-Montenegro Constitutional
Charter. But there was no mention of a protest note to UN SC.
On 12 December 2002 the Kosovo Government approved a statement in which
the Constitutional Charter was opposed. At that time the statement wasn't
addressed to anyone, it was only an opposition expressed by the Kosovo
Government to the Serb efforts to keep Kosovo within the Serb-Montenegro
Union.

March is the month when KPS will
receive realistic responsibilities (Dailies)
'Kosovo Police isn't only growing in numbers it is becoming more professional
by each day, more police officers are trained and are prepared for the
new responsibilities they receive so they can serve the public in more
professional way' said KPS colonel Sheremet Ahmeti, at a ceremony for
giving new ranks held in Pristina, report all dailies.
KPS now has 46 new sergeants and 3 new captains. Those present at the
ceremony were PDK chairman Hashim Thaçi, AAK chairman Ramush Haradinaj,
KPC Commander Gen. Agim Çeku and DSRSG Jean Christian Cady.
'I am happy that I can be the first to congratulate KPS officers for
their new ranks. This marks another step toward transferring more responsibilities
to local authorities,' said Cady. 'The KPS is receiving more and more
responsibilities, for the moment they are controlling two police stations
and in 2003 more police stations will be controlled by the KPS,' said
Cady.
'From the time of its formation, I had compared the KPS to constructing
a house, I can now easily say that the house I used to talk about has
finished now,' said Thom Hacker, deputy commissioner of operations, after
the KPS officers received their new ranks.
Shala: The phase of cooperation
(Zëri)
Zëri carries an editorial by Blerim Shala on the relations and the
crisis between UNMIK and the Kosovo Government.
It seems that after a period when the relations between UNMIK and local
government when a common denominator was mutual accusations, now we have
the first signs that a true relationship of cooperation is being formed.
Someone might think that this conclusion is premature. Pessimists might
draw as an example the recent Kosovo Assembly session on security, where
the speeches of those responsible for security in UNMIK were far from
what our deputies expected. Not even a live debate that was being broadcast
on TV could show maturity on both sides.
There was no discussion on security or its problems and the new measures
that must be undertaken in a live broadcast. Everyone uses the TV. Optimists
base their hopes of forming a new environment between Kosovo Government
and UNMIK on the preparation process which has already started, for compiling
a plan for transferring competencies from UNMIK to Kosovars by the end
of this year.
It seems that this was the most important message in Michael Steiner's
speech, and the main demand by local authorities to the internationals
in the last two months. Now it is understood that governmental officials
are in the phase of harmonizing their demands regarding the competencies,
UNMIK sees in reality which competencies it can transfer. Afterward, Steiner
and Kosovo Government should prepare a plan with all the necessary details
to make it operational, which both side want.

Bardh Rugova: The chronicles for
three leaders (Koha Ditore)
Koha Ditore carries a commentary by Bardh Rugova on the merits of the
three main political leaders.
Chronicle I Year 1455
Alone in a wooden cottage the old man Nostradamus had another vision.
This time he did not foresee the formation of a government by Tomas Torquemada
and the inquisition against the Jews in Spain in the 80's in the 15th
century, neither did he predict the birth of his grandson Michel in 1503
who would later on predict the deaths of leaders, natural catastrophes
and wars. This time his visions went years in advance and dealt with the
Field of Ouzel and the three leaders with the names - what were their
names - Ibrahimus, Hashimus, Ramushus or something like that.
Nostradamus was afraid to tell the people of his vision, however one
summer night he had too much to drink and he told the fat innkeeper. The
innkeeper went to sleep and before going to bed he told the story to his
wife and next morning while his wife was washing the clothes at the river,
she told the village women. The word spread and came all the way to Krujë
castle.
There was Gjergj Kastrioti (Skenderbe) was talking to his men.
'We pray that you condole those who have fear in their heart, and give
aid to the sick. The enemies of the unity want the death of Arbëria,'
said Gjergj.
'And be aware that if you do bad in response to bad, this will follow
you forever,' said Moisi Golemi.
While they were talking about the next battle with the Turks, someone
mentioned Nostradamus' vision. Then they started talking: No this one
is better, no that one. This has gas more merit than that one. People
got excited, speaking endlessly, and some got mad. There were rumors that
Moisi Golemi had left the castle all angry. By the end of the year the
same Moisi came with the Turkish army in Oranik to fight Skenderbe.
After the battle he was sorry for his betrayal and said: 'Brethren I
beg of you to show mercy'.
He also said that he doesn't know what made him do such a thing that
he would never do it again.
Chronicle II Year 2003
Ibrahim Rugova, Hashim Thaçi and Ramush Haradinaj, three most important
men in the political life in Kosovo have failed once more to sit next
to each other and discuss the strategy of Kosovo's development. This came
because there are no clear things in the hierarchy - I can invite you,
but you cannot invite me - and because of protocol problems, the meeting
wasn't held. A year earlier these three leaders had taken months from
Kosovo's life, unable to agree on forming a government.
A year earlier another initiative for the three leaders to meet in the
Jashari tower in Prekaz had failed.
The truth is that these three men, the most important figures of the
Kosovo politics are acting as if their powers are more important than
the good of the Kosovo people.
Kosovo has a long path towards independence. On this path things have
to be done that bring stability and security. A way has to be found to
lower unemployment, to cross the privatization process with less pain,
find the demarcation line in Debellde, to improve the electric situation
and million of other things, which someone might say are small and unimportant.
Nevertheless, none of these small issues can be fulfilled on the basis
of padst achievements of the past. The three leaders of the biggest Kosovo
political parties no doubt should get credit for removing Serb forces
from Kosovo. However, now when time has come to lead Kosovo without the
Serb forces they are talking about who has more credit for the past, when
this place needs a leader with a vision and with an idea for the future.
Chronicle III Year 2176
There is peace in the Galaxy. Fearing that the balance of peace might
be endangered, the Galactic Council decides that the three leaders should
equally divide their governing powers in the Galaxy. Everyone is happy.
Cosmoball in the gravitational wilderness. The three leaders sat on the
stadium's balcony. Everything was good, until a debate started who should
get the most credit for the 1:0 advantage that the black and blue team
had against the yellow and green team after the first half.
Ibrahim Skywalker said that all this peace and prosperity were because
of the peaceful politics of his great-grandfather (since the year 2109
none inherits last names, but first names). When Hashim Anakind heard
this he said that in truth these were because of his great-grandfather.
Ramush Jar Jar Binks intervened.
They drew their electric swords and started to fight, and trouble arose
in the entire stadium.
Since then there has been no peace in the Galaxy.
In other words: Visions for the future are very dangerous.

Johnson: KFOR troops reduction reflects well on Kosovo's
progress (Dailies)
'The process of troop reduction is continuing according as foreseen and
in accordance with the security situation in Kosovo. In the long term,
the best thing that could happen to Kosovo is reduction of KFOR troops,'
said NATO Admiral Gregory Johnson, reported all dailies.
Admiral Johnson met Friday with UNMIK chief administrator Michael Steiner,
he evaluated the meeting as 'very good' and said that many issues were
discussed. 'I had a very good meeting with Mr. Steiner. We are very impressed
about the progress that KFOR and UNMIK have achieved in Kosovo'.
'There are many obstacles before us and we will continue to work. We
want progress, peace and security for all in Kosovo. We will continue
to work on this,' he added.

NATO Admiral Gregory Johnson in Prishtina
NATO Supreme Commander for Southern Europe, Gregory Johnson, said today
in Prishtina that KFOR reductions would occur alongside progress and stability
in Kosovo. This is the best thing that could happen to Kosovo, said the
senior NATO officer.
Admiral Johnson met with SRSG Michael Steiner and COMKFOR Fabio Mini
and said that he was impressed with the work of KFOR and UNMIK.
Commemoration for former KLA members
KPC organized a ceremony to mark the sixth anniversary of the death of
three members of KLA, Edmond Hoxha, Zahir Pajaziti and Hakif Zejnelluahu.
Those who participated in the ceremony were PM Rexhepi, General Çeku
and many former KLA members.
This ceremony was followed by the other one in Gllogovc to commemorate
the anniversary of three dead freedom fighters in Cikatova: Shani Morina,
Enver Morina and Sahit Shala.
New graduated police officers
A ceremony was held in Prishtina where 49 KPS officers were given ranks.
Many local and international representatives participated in it.
"KPS get special credit for helping reduce crime in Kosovo, and we
are on good track to continue with new successes", said Sheremet
Ahmeti, commander of KPS.
Signatures for debate on independence
A group of MPs is gathering signatures for opening the debate in Parliament
about independence of Kosovo. So far they have gathered 40 signatures,
including those of representatives of minorities, with the exception of
the Serbs.
This is not the initiative of only one parliamentary group but of several
of them. The step was provoked by the Constitutional Charter adopted in
the Serbian parliament which included Kosovo in preamble of the Charter.

Albania starts negotiations for EU
President of the European Commission, Romano Prodi, visited Tirana today.
He officially started the negotiations process to integrate Albania in
the European Union.
"The opening of negotiations is an important day not only for Albania
but also for the European Union", Mr. Prodi said. He had talks with
the President of Albania, Alfred Moisiu and other leaders. He was proclaimed
an "honorable citizen of Vlorë", for what he did as Italian
PM during the crises of 1997 in Albania.
Germany helps University in Prishtina
The Central Lab was handed over to the technical faculty of the University
of Prishtina today. This is a donation from the German government, which
gave 2 million Euros. "Since knowledge is power, this projects goes
in that direction", said Peter Rondorf of the German Office in Prishtina.
"This lab will help to change old methods of work in the faculty",
said Minister Rexhep Osmani.
About Albanians in Montenegro
RTK broadcast a special programme from Plava and Gucia, areas in Montenegro
which have Albanians and Bosnian populations, close to the border with
Kosovo.
Albanians are silently abandoning their homes in Plava and Gucia because
of lack of schools, employment and future. These were the main remarks
of the people interviewed. The president of the municipality, a Bosniak,
said that Bosnians and Albanians had and have good relations but there
is a lack of support from the government.

Process against "bridge watchers" (Politika/Tanjug)
Underway are court investigations against SNC leader for northern Kosovo
Milan Ivanovic and former bridge keeper Slavoljub Jovic of Kosovska Mitrovica,
on suspicion of causing unrests on the Ibar River Bridge in Kosovska Mitrovica
in April 2002, Jovic's lawyer Ljubomir Pantovic said. "For now, witnesses
of the international prosecutor Philip Olkock are being hear, these being
mainly UNMIK policemen," said Pantovic.
UNHCR report on human rights in Kosovo (Politika/Tanjug)
The UN High Commissioner for Refugees requested that the minorities in
Kosovo remain under international protection, especially Serbs, Romas
and Ashkalies. An UNHCR document pointed out that the return of the minorities
ought to be absolutely voluntary and that it was necessary to create conditions
that would facilitate their reintegration into social structures and enable
their permanent stay in Kosovo. According to an UNHCR assessment, the
situation in the province has improved since last year although the safety
situation that minorities are in still causes concern because they are
exposed to discrimination and violence, do not have freedom of movement
and their property is being destroyed.
Kosovo government against Constitutional Charter

The government of Kosovo addressed a protest note the UNSC because of
the inclusion of Kosovo in the text of the Constitutional Charter of Serbia
and Montenegro and requested from the international community to reject
such a step by Serbia as "provocation against peace and the democratic
processes in the region," reports the media from Pristina. KP member
in the Kosovo government, minister Goran Bogdanovic, voted against the
resolution.
Johnson: Number of NATO soldiers in Kosovo not
to be decreased (Nacional)
Following a meeting with SRSG Michael Steiner in Pristina, NATO Commander
in South-East Europe, admiral Gregory Johnson, stated the number of NATO
soldiers in Kosovo would not be decreased. "We discussed progress
that had been achieved in Kosovo," said admiral Johnson about the
meeting with Steiner.
Gorani make up 10% in Dragas (Danas/Tanjug)
Three and a half years after the arrival of multinational forces to Kosovo-Metohija,
just 10 percent of the Gorani ethnic group, who live at the three-border
point with Albania and Macedonia, remained in the municipality of Dragas.
According to the information of the local office for ethnic communities
in Dragas, 160 business premises have been confiscated from Gorani throughout
Kosovo and 51 business premises in Dragas alone since the arrival of KFOR
and UNMIK, while the perpetrators of about 50 bomber attacks at their
property in Dragas have not been found yet.

Mortal remains handed over (Glas/Beta)
The body of Vojislav Antovic from Zvecan, who went missing in 1999 was
handed over to his family in Kosovska Mitrovica The handing over of the
mortal remains of Antovic was performed on the main bridge on the river
Ibar. He was last seen in December 1999 in northern Mitrovica.
Stable set on fire (Glas/Tanjug)
Albanians set fire to the stable of Vladimir Mihajlovic from the village
of Svinjare, and UNMIK Police undertook the investigation. Albanians physically
attacked Mihajlovic on several occasions and destroyed his property. Since
the arrival of KFOR to the Province, Albanians have stolen from Serbs
in that village more than a hundred of livestock. There are 110 Serbian
families living in Svinjare, completely surrounded by Albanians.
Bishop Artemije's interview to Vecernje Novosti

"For the first time, after 60 years, thanks to Serbian Prime Minister
Zoran Djindjic on opening the debate on Kosovo and Metohija's status,
we have initiative in our hands. Until now, we have only waited and looked
what others were doing," the Raska-Prizren Bishop Artemije told Vecernje
Novosti. "I would not say there is an indifferent stand by the Belgrade
authorities towards Kosovo and Metohija. One could, possibly, talk about
a delayed reaction, but they realized time was a very important factor
for political decisions. That is why I welcome the initiative by Mr. Djindjic
to open the issue of Kosovo and Metohija's status if Albanian leaders
insist on independence."
Do you think now is the moment for President Vojislav Kostunica or Prime
Minister Zoran Djindjic to visit Kosovo and Metohija or to spend time
in several Serb monasteries?
"I don't have the impression that the situation is suitable for
their visits. We would, of course, be happy to see them in our region,
but there are political, diplomatic, security obstacles."
Are church circles thinking of returning the headquarters of the Serbian
Orthodox Church or some institutions and services from Belgrade to the
Pec Patriarchate?
"There have been similar initiatives earlier, but weren't realized.
I am not sure the time is right for that because one should first return
the expelled people. Without the return of Serbs there would be no meaning
in the return to the Pec Patriarchate."
Kosovo Serb leaders accepted DOS strategy for
Kosovo (Blic)
At the last session held last week, the DOS Presidency established the
strategy in connection with the issue of Kosovo and Metohija. The leaders
of the SNC for Kosovo and Metohija agreed with this strategy at the meeting
with Prime Minister Zoran Djindjic and Yugoslav President Vojislav Kostunica.
Serbia must undertake a decisive political initiative in order to define
Serbia's interests in Kosovo and Metohija and to find the protection mechanisms
for the Serb national community on Kosovo and Metohija. These interests,
as it says in the document, can be achieved with the return of the army
and the police, the revision or, at least, the correction of the Constitutional
framework for Kosovo whose deadline expires and the definition of the
status of the Serb and Albanian national community.

Parliamentary Assembly of Europe adopted report
on Kosovo (Vecernje Novosti/Tanjug)
The ad hoc Committee of the Parliamentary Assembly of Europe that observed
the local elections in October 2002 in Kosovo and Metohija, suggested
UNMIK to favor more the basic right of man, the freedom of movement in
the province. According to the mission, in the course of 2002, minorities
in Kosovo are still susceptible to attacks. "Conditions are far from
normal and freedom of movement, especially when it comes to Serbs, is
very limited," so "access to many most important services, employment
and public services is still very difficult, and in many cases impossible,"
stated the report that became an official document of the Parliamentary
Assembly.
Kosovo unites the Diaspora and homeland (Politika)
Vladan Bozovic, head of CCK's judiciary and human rights department said:
"Kosovo and Metohija is the number one issue for the Diaspora, although
its members do not live either in Serbia or the province," stressing
there are vast possibilities for Serbs from the world to help the people
in Kosovo and Metohija or those who had been expelled from there. Lawyer
Bozovic is also trusted by the American administration since he has been
invited to attend the prayer breakfast in Washington. Stating that out
of a quarter of a million of expelled Serbs, 115 have returned to Kosovo
and Metohija, that is not even one on each of the destroyed churches and
monasteries (130 were destroyed), Bozovic stressed one should insist on
this unique parallel of evil in the presentation before the American collocutors.
Apart from talks in the State Department, Congress and Senate, he will
also have talks in the famous Peace Institute, he will hold lectures at
Harvard and Berkeley, and he will meet with our people from the American-Serbian
Congress in Chicago.
KFOR gave Serb companies to Albanians (Glas/Tanjug)
In the presence of UNMIK representatives, KFOR handed over the premises
of three Serb companies - The Auto-Moto Society from Kosovska Mitrovica,
"Drvoimpeks" and "Des" that are in the southern part
of the town - to Albanians who used to work in these companies. SNC leader
for northern Kosovo Milan Ivanovic said the handing over of Serb property
to Albanians, without the consent of the true owners, is the result of
the aspiration for Serbs to be definitely expelled from Kosovo.
