THERE IS A WALL OF BLOOD BETWEEN ALBANIANS AND SERBS

Koha Ditore carried on page one and four a report on the Zagreb Summit where EU and Balkan leaders met.

After many unexpected things, the EU-Balkans Summit was held at the Croatian capital. Yugoslav President Vojislav Kostunica did not mention anything about Yugoslavia's responsibility for aggressions and tragedies that were brought by the wars during the last ten years.

In behalf of Kosovo spoke UN Chief Administrator Bernard Kouchner and Albanian President Rexhep Meidani.  "The recent democratic changes in Croatia and in Belgrade, and most recently the democratic municipal elections in Kosovo, have generated a genuine hope for return of peace and stability in the region. These events have restored their dignity. The new trend in the region is towards moderation and democracy. This a key moment in the history of the Balkans. We are facing a monumental opportunity for peace and stability and we should not loose sight of the past," and added, "I know there is a climate of optimism and sometimes even euphoria."

"The fall of the Milosevic's and the changes in Belgrade cannot bring right away peace in Kosovo and the region. Neither can the recent elections in Kosovo, even though very one agrees that they were very successful they brought about the moderates and some other parties came to light," said Kouchner.

'Together democracy in Belgrade and Prishtina are crucial, however one only is not enough to bring stability," continued Kouchner. "We do not need new victims to understand that the conflict in Kosovo has not ended. The wounds of violent conflicts are very deep in the hearts of the people - both Albanians and Serbs," aid Kouchner.

"There is wall of blood between Albanians and Serbs" and all communities in Kosovo agree that years are needed that "the wall of blood is torn down for communities to come closer and start talking to each other. We need a continued commitment to rebuild Kosovo and bring back to their homes all those that were forced to flee. We need continued political and military involvement to ensure security in Kosovo," said Kouchner.

"I believe that international community has to continue its engagement in Kosovo to protect the rights of all communities in Kosovo. However, this will not be enough if democracy does not prevail and lets strong roots and becomes even stronger in Prishtina and Belgrade likewise. Currently there is a race for democracy between Belgrade and Prishtina and we have to encourage this," said Kouchner.

Regarding the December Serb elections and the pre-announced elections in Kosovo UN Chief Administrator Kouchner said, "Holding of Serb elections in Kosovo would seriously endanger the peace process in Kosovo. I am concerned that holding of these elections would endanger the international community in Kosovo and the Kosovo Serbs. We have to find a solution together".

Kouchner also elaborated on general elections planned for next year in Kosovo, "I am convinced that holding of general elections early next year in Kosovo is an imperative for democracy and stability. We need general elections in Kosovo to produce legitimate negotiators for Belgrade and the international community. These elections are needed to establish a substantial autonomy and self-government in line with UN Security Council Resolution 1244.

Changes in Belgrade and the euphoria that has been following them has reinforced the fear among Albanians that they "may be forgotten by history," said Kouchner. "We should be aware of a political fact that Kosovar Albanians are determined to never fall under the former rule," continue Kouchner in his speech at the Zagreb Summit, and added that everyone in Kosovo agrees that now is not the time to address the final status for Kosovo, and I strongly share this view".

"My main message today is: UN Security Council Resolution 1244 is the legal foundation for cooperation and the future of Kosovo. Success in Kosovo and stability in the Balkans will depend on Belgrade and Prishtina's commitment in becoming genuine partners in implementing UN Security Council Resolution 1244 and agree to move forwards".

"Both communities have to engage themselves in meaningful dialogue and jointly face the past with courage and lucidity and agree that they can only together move forwards," said Kouchner ending his speech, "I want to be clear there will be no stability in Europe, without stability in the Balkans, and there will be no stability in the Balkans without stability in Kosovo".
