22 October


OSCE expressed deep concern over the attack on 19 October near Skenderaj/Srbica, in which two people-one of them Bota Sot journalist-were killed and another seriously wounded. Deputy SRSG Daan Everts noted that the "incident took place during the election campaign".
OSCE announced its Voter Information Centres would be open in every municipality from 25 October to 16 November, the eve of the election.

23 October

SRSG Hans Haekkerup briefed the Interim Administrative Council (IAC) on his plans to visit the FRY President Vojislav Kostunica later in the week to seek his support for Kosovo Serb participation in the November election.
The IAC agreed to hold a wider consultation with community representatives on the draft regulation on flags and symbols in public buildings. The draft provides that only the UN flag may fly above the Assembly building. Flags of communities represented in the Assembly can be displayed inside and at the entrance.

24 October

SRSG Hans Haekkerup met top Yugoslav and Serbian officials, including FRY President Kostunica, Prime Minister Pesic and Serbian Deputy Prime Minister Covic, as well as the Patriarch of the Serb Orthodox Church, Father Pavle, on a two-day visit to Belgrade. He also held discussions with ambassadors of the European Union, United States and the Russian Federation.
Clint Williamson of the United States was named new Director of UNMIK Department of Judicial Affairs. He comes from the U.S. Department of Justice and spent seven years at the International Criminal Tribunal for the Former Yugoslavia.
A Russian KFOR soldier was shot and killed near Kamenice/Kamenica. KFOR Military Police launched an investigation.

25 October

In response to the illegal entry of goods at Gate 6 (the Muchibaba entry point) in the Gjilan/Gnjilane Region, the UNMIK Police established a permanent presence to turn away commercial traffic suspected of smuggling activities. In addition, the UNMIK Customs Service established a mobile customs unit to patrol various Kosovo's entry points.

26 October

OSCE stated it was seriously concerned that the FRY authorities have not yet endorsed technical preparations for the election. With only 22 days left, operational preparations should have started long ago, independently of the political decision whether or not to endorse participation in the election.
UNMIK Pillar IV issued "Strategic Priorities for Housing Assistance in 2002" to the donor community. This document gives a complete view of Kosovo's remaining housing needs and is designed to help donors in defining their level of assistance with regard to housing. Emphasis remains on providing assistance to the most vulnerable.
UNMIK announced that its recently signed Regulation 2001/28, which deals with the rights of detained persons, would go into effect on 1 November 2001. The regulation guarantees a significant array of rights, such as the right to be informed of the reasons for the arrest, the right to remain silent, the right to an interpreter, the right to receive assistance of defence counsel free of charge, the right to notification of family members and the right to receive medical examination or treatment.
