The Kosovo Police Service (KPS), UNMIK Television and the British Office
announced the launch of Kosovos first live television show aimed
at fighting crime. Dosja e Krimit (Crime Files) will air
on 26 July 2002 at 20:30 pm on RTK. Dosja e Krimit is a
series of six one-hour programmes that will air live on RTK monthly.
Each programme will be hosted by two Kosovo Police officers and will
feature reconstructions of unsolved Kosovo crimes, filmed on location
and based on actual case files.
SRSG Michael Steiner
returned from a one-day visit to Albania, where he signed a Memorandum
of Understanding (MoU) with the Economy Minister Ermelinda Meksi. The
MoU will be a framework for economic and trade liberalization between
Kosovo and Albania. Mr. Steiner also met with Foreign Minister Arta
Dade, President Meidani, president elect Muisiu, PM Majko, as well as
socialist party leader Fatos Nano.
Mr. Walter Schwimmer,
secretary-general of the Council of Europe, expressed his strong support
for the latest efforts of UNMIK to create a multi-ethnic justice system
in Kosovo. At the moment, only four out of 337 local judges and prosecutors
are Kosovo Serbs. "I definitely support UNMIK's efforts to encourage
suitable Kosovo Serb candidates to apply for the currently advertised
vacant posts, he said. This will contribute to the further implementation
of Council of Europe values - democracy, human rights and the rule of
law - in the region".

SRSG Michael Steiner welcomed the Advisor to the European Department
of the International Monetary Fund (IMF), Mr Dimitri Demekas, to the
third EFC meeting. Mr Demekos mentioned the reduced interest of Donors
in Kosovo and the shifting away of attention. The SRSG emphasized that
any Donor has the free decision to engage himself. But once you
decide to engage yourself, you have to finish the job. D/DSRSG
for the EU Pillar Juergen Voss gave the progress report from the Working
Group on the Draft Law on Public Financial Management and Accountability.

PRISTINA SRSG Michael Steiner returned from a visit to
Montenegro, where he met Montenegrin President Milo Djukanovic, foreign
minister Dragan Durovic, deputy finance minister Koviljka Mihajlovic
and representatives of Roma, Ashkali and Egyptian community IDPs from
Kosovo living in Montenegro. Mr. Steiner said that his talks with President
Djukanovic were interesting and intensive and related to
the future developments in the region.

After lightning struck Kosovo B power plant at Obiliq on Friday
19 July, SRSG Michael Steiner set up an Energy Committee the to deal
with the problems stemming from the incident. The Committee held its
first meeting on 21 July 2002, chaired by Mr. Steiner himself. Its members
include Prime Minister Rexhepi (representing the government), officials
from UNMIK and the Chairman of the KEK Supervisory Board. In a press
conference following the meeting, the SRSG outlined what had been discussed.
The purpose of the Energy Committee will be to oversee and coordinate
all measures that need to be taken following the lightening strike on
Kosovo B. Today we heard preliminary reports from the police commissioner
about what happened as well as from KEK and Pillar 4 (of UNMIK) on the
damage and consequences.
