Deputy SRSG and
Head of OSCE Mission in Kosovo, Ambassador Daan Everts, announced the
preliminary results of the Assembly Election. The figures showed that
the LDK won 42.29 per cent of the vote, the PDK took 29.54 per cent,
while the newly formed Kosovo Serb political entity, Coalition Return,
Povratak, came in with the third highest percentage: 10.96 per cent.
The third largest Kosovo Albanian entity, the AAK, received 7.82 per
cent.
UN Secretary-General
Kofi Annan, welcoming the conduct of the Assembly Election, congratulated
the people of Kosovo "on the commitment to democratic norms through
peaceful adherence to the electoral rules shown throughout the campaign
and on Election Day". He also said he was gratified that members
of the minority communities had turned out in significant numbers, and
expressed the hope that the elected representatives of all communities
would take up their rightful place in the institutions of Provisional
Self-Government.
22 November
Counting of votes
from the 17 November election was completed. The Central Election Commission
would meet on 24 November to recommend certification of the results
to the SRSG.
The Department of
Democratic Governance and Civil Society launched its JIAS Employment
Survey. Taken from March to May 2001, the study examines the experiences
and perceptions of JIAS staff from all departments regarding employment
and equal opportunity policies and practices. The report will help the
newly-elected authorities address the weaknesses in some of the existing
policies and practices to improve employment conditions for the civil
service.
UNMIK Pillar IV
announced the establishment of an economic crime unit. The new entity
will deal with deliberate avoidance of taxes, customs and excise duties,
as well as bribery, intimidation, extortion, embezzlement, fraud, theft,
corruption of public officials and monet laundering.
23 November
The UNMIK Mine Action
Co-ordination Centre (MACC) destroyed some of the last known mines in
Kosovo, as it prepared to hand over responsibility to the Department
of Civil Security and Emergency Preparedness. At a ceremony held in
Arilaca, Slatina Municipality, SRSG Hans Haekkerup and MACC Programme
Manager John Flanagan hailed the contribution of some 1,000 national
and international personnel in the demining of Kosovo.
The newly appointed
Pristina Municipal Administrator, Ivo Sanc of the Czech Republic, gave
a presentation to local media at Pristina Municipality. Mr Sanc, formerly
MA for Gjilan/Gnjilane, replaced Siegfred Brenke of Germany, who became
Director of Planning Department in the new Ministry of Health, Environment
and Spatial Planning.
24 November
Final results of
the Assembly election were announced by Deputy SRSG, Chairman of the
Central Election Commission, Ambassador Daan Everts, who said they genuinely
reflected the will of the Kosovo people. The results were then certified
by SRSG Hans Haekkerup. The election was hailed as exemplary, with a
64 per cent voter turnout (803,796 ballots cast) and only 42 complaints
filed. The LDK won the largest number of seats on the Assembly-47, with
the PDK getting 26, Coalition Povratak-22, and the AAK-8. Of 120 Assembly
members 34 are women. The first session of the Assembly is set to be
held on 10 December.
