SRSG Hans Haekkerup
signed two new regulations: on provisional rules of procedure for the
Assembly; and its secretariat and other administrative support services.
The instruments can be amended by a simple majority of the Assembly
members.
The Interim Administrative
Council (IAC) met for the first time at the SRSG's new offices in the
UNMIK HQ building. It will continue to meet until the transfer of powers
set for 1 January 2002. After that, a successor body of representatives
of entities in the Assembly and the provisional self-government will
meet regularly with the SRSG to discuss regulations that he plans to
promulgate under his reserved powers.
A memorandum of
understanding concerning the reform of the correctional system in Kosovo
was signed between UNMIK and the Government of Switzerland. Under the
accord, the value of of Switzerland's contribution in kind and technical
co-operation is "at the tune of maximum 600,000 Swiss francs.

Javier Solana, European
Union High Representative for Common Foreign and Security Policy, visited
Pristina and held discussions with Kosovo key political leaders: Ibrahim
Rugova, Hashim Thaci, Ramush Haradinaj and Rada Trajkovic. Solana hailed
the recent Assembly election and wished his interlocutors success in
their future work.

UNMIK Police Pristina
Regional Commander Paul Hamlin thanked the people of Kosovo and everyone
involved in the festivities of Flag Day, which were "smooth and
pleasant for everyone".

A meeting to discuss
the implementation of the new plan for waste management in Obiliq/Obilic
took place between local authorities and representatives of the European
Agency for Reconstruction (EAR). It was agreed that EAR would close
four existing dumpsites in early December 2001 and all the waste from
the municipality should be dumped at Fushë Kosovë/Kosovo Polje
landfill. EAR will also fund training for the municipal workers on the
compactor operation.
Hocine Medili-the
long-time Director of the Field Administration and Logistics Division
in the UN Department of Peacekeeping Operations-retired from the United
Nations. In his farewell message, Mr Medili said he was leaving "on
a note of optimism ... with considerable hope for the future",
because Member States had been "increasingly sensitized to the
issues that must be resolved if peacekeeping is to be carried out professionally
and efficiently".

The World AIDS Day
was marked in Kosovo with a huge gathering at the Boro i Ramiz Sports
Centre. Also, young people in the streets of Pristina were distributing
leaflets, stickers, posters and other information materials on the dangers
of the disease. So far, Kosovo has had 42 reported AIDS/HIV cases-some
50 per cent of them fatal.
Deputy SRSG, Head
of UNMIK Pillar III (OSCE), Ambassador Daan Everts left Kosovo after
two and a half years of work for the Mission. Apart from his permanent
assignments, he was also Chairman of the Central Election Commission
for both Kosovo elections-in October 2000 and November 2001.
