UNMIK/Division
of Public Information Publications comprises writers, translators
(Albanian and Serbian), graphics artists and support staff,
who produce publications (periodicals, books, brochures,
leaflets, stickers and posters) covering the activities
of UNMIK as a whole.
Its first news sheet, UNMIK News
was started in the immediate post-conflict days of the Mission
when there were no newspapers or other publications in Kosovo.
Published in Albanian and Serbia as well as English, it
evolved into a communications link with UNMIK's local and
international partnerers--explaining what, and to some extent
why, things were happening. By October 2001, on the eve
of Provisional Self-Government, that need too was passing
and the News was replaced by UNMIK
Chronicle--also a news sheet, but confined to recording
the main UNMIK-related events with minimum explanation.
The reason was the introduction at the same time of a sister
publication, Focus Kosovo,a
bimonthly 32-page news magazine. Conceived primarily for
an international audience of donors, Governments and international
officials, Focus is more reflective--taking up broader adminstration
questions from the perspective of those in UNMIK who have
to balance the issues of peacekeeping in the Kosovo context,
and of those local and international officials who still
have to deal with UNMIK alongside the institutions of self-government.
The other periodical activity of the Print Unit is to write
and prepare weekly editions of UNMIK
Direct, a two- or four-page insert in the local newspapers.
The articles are feature length explanations of the thinking
behind UNMIK's decisions, programmes and the legislation
that impacts on the life of Kosovo residents. The insert
is placed in the three main Albanian-language newspaper
and the only Kosovo-based weekly in Serbian.
From the beginning, Print Unit built up and maintained a
series of over 30 fact sheets on different aspects of UNMIK's
work. It has also revised and re-issued the booklet What
is UNMIK several times, the text for which became the basis
of UNMIK web pages. In the absence of a formal annual report
from the Mission, the Unit produced UNMIK at 12 monthsas
a technical document and assisted the Economic Policy Unit
together the European Union pillar (pillar IV) to prepare
and print UNMIK at 18 months. On its own, it published the
brochure UNMIK at Twoin the summer of 2001.
The Unit's writers and graphics artists are also called
on to contribute to the messages and design of a range of
materials for public information campaigns. They combine
posters, leaflets, pamphlets and stickers, for example on
the dangers of lead poisoning (anticipating UNMIK's forced
takeover of the Zvecan lead smelter) and on the need to
conserve water. A major output in this area was the explanatory
booklet on the Constitutional Framework that was delivered
in the appropriate languages to every Kosovo household.
The Unit also provides design, layout and printing management
services to other units in the Mission leading, for example,
to the production of the first annual report on the work
of UNMIK Police, the UNMIK Kosovo Gazette and an extensive
UNMIK Guide to Kosovo for incoming staff.
