IMPLEMENTING UNMIK REGULATION NO. 1999/16 OF 6 NOVEMBER 1999 ON THE ESTABLISHMENT OF THE CENTRAL FISCAL AUTHORITY OF KOSOVO AND OTHER RELATED MATTERS

The Special Representative of the Secretary-General,

Pursuant to the authority given to him under section 8 of the United Nations Interim Administration Mission in Kosovo (UNMIK) Regulation No. 1999/16 of 6 November 1999 on the Establishment of the Central Fiscal Authority of Kosovo and Related Matters,

Hereby gives the following Administrative Direction:

Section 1

APPOINTMENT OF AUTHORIZING OFFICERS

1.1 The officials from time to time holding the positions specified in the schedule to the present administrative direction are appointed as Authorizing Officers for the purpose of authorizing proposals to spend public moneys for the purposes specified in UNMIK Regulation No. 1999/17 on the approval of the Kosovo Consolidated Budget and Authorizing Expenditures for the Period 1 September to 31 December 1999.

1.2 The Head of the Central Fiscal Authority shall issue instructions to Authorizing Officers concerning authorizations to spend public moneys.

Section 2

APPOINTMENT OF APPROVING OFFICERS

2.1 The officials from time to time holding the positions specified in the schedule to the present administrative direction are appointed as Approving Officers for the purpose of approving proposals to spend public moneys for the purposes specified in Regulation No. 1999/17 on the approval of the Kosovo Consolidated Budget and Authorizing Expenditures for the Period 1 September to 31 December 1999.

2.2 The Head of the Central Fiscal Authority shall issue instructions to Approving Officers concerning approvals to spend public moneys.

Section 3

DELEGATION

The officials appointed under sections 1 and 2 of the present administrative direction may delegate their powers in writing to other officials in the organization and may place conditions on exercising the delegated power.

Section 4

CONFIRMATION OF OFFICIALS

All Deputy Special Representatives of the Secretary-General shall ensure that the names and signatures of the officials from time to time holding Authorizing and Approving Officer positions are provided to the Head of the Central Fiscal Authority within 5 days of the official taking up the position.

Section 5

ENTRY INTO FORCE

The present administrative direction shall enter into force on 26 November 1999.
