ADMINISTRATIVE DIRECTION NO. 2000/14

The Special Representative of the Secretary-General,
Pursuant to the authority given to him under Section 5 of United Nations Interim Administration Mission in Kosovo (UNMIK) Regulation No. 2000/12 of 14 March 2000 on the Establishment of the Administrative Department of Public Services,
Taking into account the Letter of Agreement between UNMIK and the United Nations Center for Human Settlements (Habitat) dated 14 January 2000,
For the purpose of establishing the Kosovo Cadastral Agency,
Hereby gives the following Administrative Direction:
1.1 The Kosovo Cadastral Agency (hereinafter “the Agency”) is hereby established.
1.2 The Agency, acting under the authority of the Administrative Department of Public Services (hereinafter “the Department”), shall be responsible for matters relating to the re-establishment of the cadastral information system in Kosovo.
2.1 The Agency may make recommendations through Co-Heads of the Department to the Deputy Special Representative of the Secretary-General for Civil Administration concerning, inter alia:
(a) Formulation of the strategy for the re-establishment of the cadastral information system, including the land information management and land administration system;
(b) Formulation of a program for the re-establishment of the cadastral information system; and
(c) Development of a regulatory framework for the re-establishment of the cadastral information system, including the setting of standards to be maintained.
2.2 The Agency shall:
(a) Provide technical support in matters relating to the cadastral information system;
(b) Manage the program for the re-establishment of the cadastral information system;
(c) Monitor technical standards for data capture, including field survey, data processing and data exchange relating to the cadastral data;
(d) Develop a data base for cadastral land and real property information at the municipal level and administer and archive such information at the provincial level, consistent with data protection requirements that shall be set forth in an administrative direction;
(e) In coordination with the Administrative Department of Local Administration, develop, introduce and oversee measures for harmonizing the practices and procedures by the municipal cadastral offices, including the levying of fees or charges for cadastral services;
(f) Make necessary arrangements to provide the municipal cadastral offices with required basic surveying equipment;
(g) Train the municipal cadastral officers to adopt new technologies and use surveying equipment and software related to the cadastre in the most sustainable and efficient manner, including the appropriate management of the cadastral data base; and
(h) In coordination with other Administrative Departments and relevant institutions in the land administration sector, monitor domestic and foreign assistance, including donor contributions, as it relates to the cadastral information system.
3.1 The Head of the Agency shall be appointed to manage the Agency and the Agency shall be staffed, organized and administered in accordance with sections 3 and 4 of UNMIK Regulation No. 2000/12.
3.2 The organizational structure of the Agency shall be adopted by an administrative instruction in accordance with section 3 (b) of UNMIK Regulation No. 2000/12 and shall include the following areas of competence:
(a) Cadastral administration;
(b) Cadastral development;
(c) Geodetic field survey;
(d) Legal consulting; and
(e) Training of cadastral personnel.
The present administrative direction shall enter into force on 7 June 2000.
