IMPLEMENTING UNMIK REGULATION NO. 2000/33 ON LICENSING OF SECURITY SERVICES PROVIDERS IN KOSOVO AND REGULATION OF THEIR EMPLOYEES

 

 

The Special Representative of the Secretary-General,

 

Pursuant to the authority given to him under section 7 of United Nations Interim Administration Mission in Kosovo (UNMIK) Regulation No. 2000/33 of 25 May 2000 on the Licensing of Security Services Providers in Kosovo and Regulation of Their Employees,

 

Taking into account sections 1 and 2 of UNMIK Regulation No. 2000/33 and UNMIK Regulation No. 2000/8 of 29 February 2000 on the Provisional Registration of Businesses in Kosovo,

 

For the purpose of the registration of, and the issuance of business licenses and permits to operate to, security services providers in Kosovo,

 

Hereby gives the following Administrative Direction:

 

 

Section 1

Registration with UNMIK and Issuance of Licenses

 

1.1       The Business Registration Unit, Statistical Office, Pristina, shall be responsible for registration of and issuance of business licenses to businesses that wish to provide security services in Kosovo (hereinafter “security services providers”).

 

1.2       The Business Registration Unit shall issue administrative instructions specifying the criteria and procedures for applications for business licenses for security services providers.

 

 

Section 2

Registration with the UNMIK Police and Issuance of Permits

 

The UNMIK Police Commissioner shall issue administrative instructions specifying:

 

(a)    The criteria and procedures for registration by the UNMIK Police of security services providers registered by the Business Registration Unit and the criteria and procedures for application by those security services providers for UNMIK Police permits for their businesses and employees to operate; and

 

(b)   The criteria and procedures for the application for UNMIK Police weapons permits by international security services providers registered by the Business Registration Unit and the general conditions for the carriage, use and storage of weapons.

 

 

Section 3

Entry into Force

 

The present Administrative Direction shall enter into force on 31 August 2000.
