Statement [made on behalf of the Security Council, at the 4298th meeting, 16 Mar. 2001, in connection with the Council's consideration of the item entitled "Security Council resolutions 1160 (1998), 1199 (1998), 1208 (1998), 1239 (1999) and 1244 (1999) - Report of the Secretary-General on the United Nations Interim Administration Mission in Kosovo (S/2001/218)"]

Welcomes the establishment of a working group under the authority of the Special Representative aimed at developing a legal framework for provisional institutions for democratic and autonomous self-government in Kosovo and stresses the need for all ethnic groups to be represented in the work of this group. Calls on all parties to support the efforts of the UN Mission in Kosovo to build a stable multi-ethnic democratic society in Kosovo and to ensure suitable conditions for Kosovo-wide elections.

Strongly condemns recent violence by ethnic Albanian armed extremists in the north of the former Yugoslav Republic of Macedonia and calls for an immediate end to it. Supports actions by the Government to address the violence with an appropriate level of restraint and to preserve the political stability of the country and foster harmony between all ethnic components of the population.

Expresses concern at the situation in certain municipalities in southern Serbia and calls for the dissolution of Albanian extremist groups and the immediate withdrawal from the area of all non-residents engaged in extremist activities. Calls on the international security presence (KFOR) and the UN Interim Administration Mission in Kosovo to continue to make all necessary effforts to address the problem. Also calls on the Kosovo Albanian leaders to contribute to the stability of the situation.

Expresses profound regrets and deep sorrow for the loss of lives, injuries and property damage caused by the bombing of the Embassy of the People's Republic of China in the Federal Republic of Yugoslavia on 7 May 1999. Stresses the need for a complete and thorough investigation of the bombing by NATO.

Supports the decisions of the Foreign Ministers of France, Germany, Italy, the Russian Federation, the United Kingdom and the United States (Contact Group), following their meeting in London on 29 Jan. 1999, which aim at reaching a political settlement between the parties and establishing a framework and timetable for that purpose. Demands that the parties comply fully with these decisions and requirements, as with its relevant resolutions.

Statement made on behalf of the Security Council at the 3967th meeting, 19 Jan. 1999. Condemns the massacre of Kosovo Albanians in the village of Racak, Southern Kosovo, on 15 Jan. 1999. Urgently calls upon the Federal Republic of Yugoslavia to work with the International Tribunal for the former Yugoslavia and the Kosovo Verification Mission to ensure that those responsible are brought to justice. Affirms its full support for international efforts to facilitate a peaceful settlement on the basis of equality for all citizens and ethnic communities in Kosovo.

Statement made on behalf of the Security Council at the 3918th meeting, 24 Aug. 1998. Expresses concern at the recent intense fighting in Kosovo and its devastating impact on the civilian population. Emphasizes the importance of unhindered access of humanitarian organizations to the affected population and calls for an immediate ceasefire. Urges the authorities of the Federal Republic of Yugoslavia and the Kosovo Albanian leadership to enter immediately into a meaningful dialogue leading to an end to the violence and a negotiated political solution to the issue of Kosovo.
